As I studied for one of my finals, the four characteristics of community jumped out at me. Without these, no community, and that's what you want with this group, right?
Consider having a staff member focus on each of these, if need be...
Four Characteristics of Community • Feelings of membership o Attend regularly o Learn any special terminology o Learn the ‘rules’ and behavior norms
• Feelings of influence o Gain status through regular attendance o Share the ‘rules’ to newcomers o Enforce the rules through either official or unofficial means
• Integration and fulfillment of needs o Support when things are bad o A place to communicate about the ups & downs of life where anonymity can be a plus at times
• Shared emotional connection (necessary to have community versus “group”) o Also relates to support o Shared sense of group ‘history’ and ‘spirit’

In that case, here is a list of things we can work on as staff: • Special terminology- what special terms should we have? • Behavior norms- we could still work on this. I have some ideas that involve reintroducing the "Oath" as something entirely different - a challenge. That way it's only by sign up. • Integration and fullfillment of needs - both bullets under that we can work on. People should feel more comfortable sharing their thoughts. • Shared emotional connection- been working on this since the beginning, but we still need to work on it. Everyone who reads this- go get some AI t-shirts or something! ;D

Maybe this is silly, but I kinda liked the way they do ranks on this forum: www.amaranthia.com/modules/newbb/viewtopic.php?topic_id=3669&forum=12That can be a way to create community--it affects feelings of membership and influence, and can just be fun. They take it a lot further and make a kingdom where you can customize things, but that probably wouldn't apply here. Ask them for permission if you decide to do something like that...
